Securing Paraguay’s Territorial Memory
Background
The Demarcation Commission of Limits of Paraguay maintains strategic documentation defining the country’s international boundaries. These archives include treaties, cartographic records, geodetic surveys, and technical reports essential to national sovereignty.

Digital records are vulnerable to technological obsolescence, cyber threats, and long-term degradation. Ensuring preservation for over a century requires a medium independent of future software and hardware evolution.
Solution
Through CeroOne, part of Grupo Primum, the Commission implemented Piql’s film-based digital preservation technology. The selected records were encoded onto secure film and deposited in the Arctic World Archive in Svalbard, Norway.
